Election Results: Candidates Elected to Residents’ Council 2023

Peg Buehlman

Edward (Ed) Appel, Sr.

I am a retired FBI Special Agent and high-tech security executive, author, and teacher. My wife and I moved to Charlestown in December 2020. I volunteered in homeowners’ associations on both coasts for over 50 years, and as a member of a public-private security partnership. My goal is to help organizations, groups, and individuals to live well and enjoy life more. I serve on the Charlestown Safety and Security Committee, am an ELLIC teacher and facilitator and volunteer for Treasure Chest and Sales events.

On The Residents’ Council I hope to convey residents’ concerns to management and inform residents of Charlestown management efforts to provide outstanding services.

I moved to Charlestown on April 1, 2020, following 35 years of employment with Westinghouse/Northrop Grumman Space Division. I retired in 1999 as Engineering Manager of the Space Division. I have been active in the Glen Burnie United Methodist Church serving on and chairing numerous committees including the Finance Committee, the Stewardship Committee, and the Administrative Board. I am the co-founder and co-instructor of the Charlestown Ballroom Dance Club. I am also a member of the Little Theater Company. I pledge to use this management and organizational experience in the identification and resolution of all issues that I am confronted with while serving on the Residents’ Council.

I am a retired adult educator. Serving my community is a compelling vision. Since moving to Charlestown in 2019, my activities have included co-founding the Floral Reflections flower design group, and Nancy’s at Noon lunch group, serving as a Treasure Sale table co-captain, Assistant Treasurer of Charlestown-Sandtown Connection, facilitator for ELLIC, member of MADG planning team, discussion leader for Tapestry and for the Residents’ Council Regional Retreat. I am also a member of Charlestown LWV, a Baltimore County election judge and have participated in the Harmonizers and Tuesday morning walking group.

I would enjoy applying this background of experience to serving you on the Residents’ Council.

I joined the UMBC faculty in 1980 and retired in 2019. At UMBC, I served as Provost for 10 years, during which time we created the Erickson School of Aging Studies. My wife and I moved to Charlestown in November 2022. I have been so impressed by the quality and substance of Council meetings and committee reports that I would be honored to participate in the “governance” process of Charlestown. Over the years, I have participated in and led academic and community organizations with a representative/governance function, such as the Residents’ Council. For example, most recently I served twelve years as President of a homeowner’s association in Catonsville.

I moved to Charlestown in February 2022. A retired English teacher, I met Little Theater people and joined “The Charlestown Follies.” I was in the fall production of “Doctor, Doctor,” Currently I am on the Little Theater’s Board of Directors and directed our spring play, “Murder’s in the Heir”. Participation in the LWV, the pet group and the Fireside Artists reflect my varied interests. I have volunteered for Treasure Sales, helped at the Sip and Shop, competed at Putterland and am taking ELLIC courses. With this variety of experiences, I have some understanding of life in Charlestown. I would like to help expand communications between the Council and the residents.

As a relative newcomer to Charlestown (2021), I have enjoyed becoming an active member of the community. Thus far I have joined the Quilt Group (my Holiday Sale table raised a tidy sum for Benevolent Care), the Recorder Group (I taught Beginning Recorder
through ELLIC), and TOPS (I currently serve as treasurer).

I hold three Master’s degrees, including an MBA, and I worked professionally as a theatrical costumer, as a museum project director and as a bilingual Special Education teacher.
If elected to the Council, I could contribute my skills and energy in the area assigned.

I am Dick Voelkel, a retired engineer. My wife and I have been residents at Charlestown for about a year and a half. I have gotten involved with the Treasure Sale, Putterland, the Invasive Plants crew, the aluminum can recycle group and the Conservation Committee. I also enjoy attending the spinning and aerobics classes three times a week and yoga twice a week.

As a Council member I will continue to nudge the administration to conserve finances.

I grew up and have spent most of my adult life in Catonsville, Maryland. I earned a B.S. and M. Ed degree from Towson University, and taught science in both public and parochial schools, such as Baltimore Polytechnic Institute, the Institute of Notre Dame, and Mercy High School, for 47 years. I retired from Mercy High School in June of 2022, but I still occasionally substitute teach for Mercy.

I moved to Charlestown in August of 2021, but since I was still teaching full time, I had little time to participate in all the activities that Charlestown has to offer. Now that I have retired, I enjoy participating in the Quilling and Beading clubs, practicing with the Recorder music group and volunteering for the Treasure Sale in the women’s clothes section. I also play on the softball team. I am a Maryland sports fan, an avid Oriole fan and a Ravens Maniac.

Bob and I moved to Charlestown over 2 years ago in the midst of COVID. We have been married for 55 years and lived 36 of them in Ellicott City. I began my career as a mathematician with the government, spent a few years raising our 3 daughters and after getting my MBA, I worked as a controller at a women owned technology firm.

I hope to be on the Residents’ Council to meet more folks, become more acquainted with the functioning of Charlestown and therefore be a more active partner in this vibrant community where I hope to live for many years.

I graduated from nursing school in Newark, New Jersey and worked at the University of Maryland doing patient care and running nursing care units. I earned a bachelor’s degree as well as a graduate degree in Public Health. I did Home Health, research, supervision and published an article on the relationship between drugs and falls in the elderly. I ran the medical program at a residential treatment center for emotionally disturbed adolescents. I spent a year as a VISTA Volunteer in Western Kentucky. In the 80’s I became a Licensed Massage Therapist continuing until 2012.
I moved to Charlestown in April 2022. I participate in the Diversity Inclusion and Belonging subcommittee (DIB), LGBT and Allies group, TOPS group, the Jewish Community group and the Bocce league.
I am a committed Charlestown community member and would work effectively on the Residents’ Council.

Jacquelyn (Jacquie) Lucy

Hi! I am Jacquelyn (Jacquie) Lucy. Since 2015, I have lived in Arbor-side/ Building B. A former English and Journalism teacher, I changed careers to public relations while working for the Maryland Poison Center and the University of Maryland’s School of Pharmacy. I operated my own company, Image Matters Marketing and Communications, from 1995 until 2002. I joined the College Communication department at CCBC, and I retired in 2017. At Charlestown, I have been a Treasure Sale call line volunteer and Dining Services volunteer.

If elected, I will work to improve communication among residents, the Residents’ Council, and the Board of Directors.

My name is Cathy Stevens, I have been a resident of Charlestown since the summer of 2016, living in Brookside. I moved here to be more socially active and to be a part of a community after I retired as a professor at the College of Southern Maryland. Prior to moving here, I was active in my Homeowners Association, and I taught reading and math to illiterate adults. After I moved here I volunteered as Captain of the Linens section at the Treasure Sale. I also play duplicate bridge once or twice a week. I am a Friendly Visitor to new residents, visiting them shortly after they move in and explain the benefits they can avail themselves of as a resident of Charlestown. I would like to become more active in life at Charlestown. As a Residents’ Council member, I hope to create an atmosphere where all residents can contribute to and enjoy the benefits of living at Charlestown.
